Connecting After a Disaster

We all know we should have an out-of-state emergency contact to be a focal point for our family members and friends, and that we should always carry that information on our person at all times. Bring your out-of-state emergency contact information (full name, address, and phone) and volunteer members of the National Traffic System (NTS) will send a message to your out-of-state contact via ham radio right from the ham radio station at the Fair, to demonstrate what it might be like during the next big earthquake, when all regular communication lines and phones will likely be inoperable.

Please encourage your stakeholders, family, and friends to register and attend! Everything at the Fair is free, thanks to our generous supporters and contributors, including many Neighborhood Councils throughout Los Angeles. Online Fair Registration opens Friday, July 1. By registering, you will have more time to enjoy the Fair and your family will be eligible for a free Emergency Preparedness (EP) Starter Kit (while supplies last) at the Fair.

June EMD Bulletin – 5 Steps to Neighborhood Preparedness

This month’s Emergency Management Department (EMD) bulletin focuses on neighborhood disaster planning and the 5 Steps program, the City of Los Angeles official neighborhood disaster planning tool.

Los Angeles is home to over 4 million residents. There are just under 10,000 police officers and nearly 4,000 firefighters. In the event of a large, catastrophic disaster, it could take up to 72 hours to a week before first responders can provide assistance. When you do the math, chances are you will be your first responder.

Individual and family preparedness plans are important first steps in preparing for disasters. The City of Los Angeles has many resources to help you and your family get prepared.

However when neighbors team up and work together in times of crisis, they can provide the critical support and resources needed until first responders arrive.

EMD created 5 Steps to Neighborhood Preparedness to help neighborhoods develop a plan on how to prepare, respond to and recover from any disaster – together. This nationally recognized, award winning program is the City of Los Angeles official neighborhood disaster planning tool. Mayor Eric Garcetti’s goal is that every neighborhood in the City adopt and use this program to help them respond to disasters and become resilient enough to bounce back quickly. The program includes providing support for neighbors with disabilities, seniors and others of all ages who may need extra help following a disaster.

Creating a neighborhood plan doesn’t have to be an overwhelming endeavor. EMD has made the process very simple. In 5 easy steps you:

  • Define your area – identify a manageable area you can organize with ease.
  • Recruit leaders – develop a team of leaders who can build the plan and carry it out when the time comes.
  • Scout your area – assess what resources you have, and identify hazards, threats and risks.
  • Build your team – find out who lives in your area, how they can help, and who may need extra help.
  • Plan your approach – create a plan outlining what your neighborhood will do before, during and after a disaster.

Get started by visiting 5steps.la. Download the easy toolkit which is available in English, Spanish, Korean and Chinese. There you will find a sample plan, templates, training videos and other resources to create a plan that is specific to your neighborhood’s needs. When your plan is finished, contact us on any of our social media sites and let us know so we can recognize your efforts with the Mayor’s office and though social media.

Online Registration for the 9th Annual Valley Disaster Preparedness Fair Starts July 1

Online registration for the 9th Annual Valley Disaster Preparedness Fair (the largest in Los Angeles) starts on July 1, 2016. Please encourage your stakeholders to register and attend by visiting www.ValleyDisasterFair.com on or after July 1.

Registrants will receive a personalized email with a Welcome Letter that will include information about the registrant’s Council District and Neighborhood Council, specific to the address provided during the registration process. We invite all NCs to write a short message (150-200 words) to your stakeholders that will be included in the Welcome Letter. This is a valuable opportunity to communicate with your stakeholders, to let them know what you are doing for the community, and to encourage them to get involved. All we need is your message, and we’ll take care of the rest. Please email your message to Bill Hopkins (Bill.Hopkins@SoCalPrep.us) by Thursday, June 9.

In addition to this Welcome Letter outreach opportunity, you may also host an Outreach booth at the Fair. Space is limited, and it’s First Come, First Served for booth reservations.

THP Requirements & How to Recover Costs for Seismic Retrofit Work

 Free Workshops: June 2016 

This month’s workshop will cover the provisions of the Rent Stabilization Ordinance (RSO) which allow landlords of rent-stabilized properties to apply for rent adjustments for “Seismic Retrofit Work” that may be required under the Earthquake Hazard Reduction Ordinance (EHRO). The Los Angeles City Council recently passed the EHRO establishing mandatory standards for earthquake hazard reduction of existing wood-frame buildings with soft, weak, or open-front walls and existing non-ductile concrete buildings.

Since renovation work may result in temporary or permanent displacement of tenants, the workshop also discusses the Tenant Habitability Plan required by Los Angeles Department of Building & Safety’s plan check process. Successful application of these programs allows owners of RSO properties to pass up to 50% of the total seismic retrofit cost to tenants upon approval by HCIDLA (Los Angeles Housing + Community Investment Department).

This workshop is recommended for landlords and their family members who assist or will assist them in managing their properties, tenants, banks, and lenders, trustees, servicing companies, listing agents and anyone contemplating buying or selling rental property in the City of Los Angeles.

The workshops will be presented by HCIDLA’s Rent Stabilization, Code Enforcement and Compliance Division staff.

Exigencias del Plan y Como Recuperar Gastos para Trabajo Sismico Actualizado

El taller de este mes explicará las provisiones de la Ordenanza de Estabilización de Alquiler (RSO) que permiten que arrendadores de propiedades de alquiler estabilizadas soliciten ajustes de alquiler por Trabajos Sísmicos Actualizados que pueden se requeridos para conformar a la Ordenanza de Reducción de Riesgo de Terremoto (EHRO). El Ayuntamiento de Los Ángeles recientemente pasó el EHRO estableciendo estándares obligatorios para la reducción de riesgo de terremoto de edificios de marco de madera existentes con paredes suaves, débiles, o abiertas delanteras y edificios concretos no dúctiles existentes.

Ya que el trabajo de renovación  puede causar el desplazamiento temporal o permanente de inquilinos, el taller también cubrirá las exigencias para el arrendatario del Plan de Habitabilidad de Inquilinos requerido por el proceso de Control del Plan del Departamento de Los Ángeles de Construcción y Seguridad (Building & Safety). La aplicación acertada de estos programas permite que dueños de propiedades RSO pasen hasta el 50 % del costo total de trabajos de reestructura sísmica a arrendatarios de ser aprobados por el Departamento de Inversión de Comunidad de Alojamiento de Los Ángeles (HCIDLA, por sus siglas in inglés).

Este taller es recomendado para dueños y sus miembros de familia que asisten o les asistirán en la dirección de sus propiedades, inquilinos, bancos, y prestamistas, fideicomisarios, compañías de servicio a la industria de bienes raíces, y agentes inmobiliarios y personas contemplando comprar o vender propiedad de alquiler en la Ciudad de Los Ángeles

Los talleres serán presentados por el personal de las Divisiones de Estabilización de Alquiler, de Imposición de Código y la de Cumplimiento con el RSO del Departamento de Inversión de Comunidad de Alojamiento de Los Ángeles (HCIDLA, por sus siglas in inglés).
