The President of the Ethics Commission has asked the staff to evaluate the limits and disclosure requirements that apply to political contributions made by non-individuals. Staff expects to make recommendations regarding these laws at the Ethics Commission’s next meeting on August 26, 2015.
Both City and state laws regulate contributions and disclosure requirements in City elections. City law generally imposes the same contribution limits and disclosure requirements on all persons, both individuals and non-individuals (businesses, political committees, and other legal entities). Some persons (certain lobbying entities, bidders, and contractors) are prohibited from making City contributions. In addition, state law subjects political committees to additional disclosure requirements. A summary of requirements for contributors can be found in the 2017 City Contributor Guide, posted on the Ethics Commission’s website.

The Ethics Commission is considering additional options, such as requiring more disclosure from non-individual contributors or, as is done in other jurisdictions, banning contributions from all non-individuals or from certain types of non-individuals.
