    • a. Speech and presentation by Los Angeles City Clerk Holly Wolcott.  The Los Angeles City Clerk is participating in the ongoing “Distinguished Speakers Series” hosted by the Van Nuys Neighborhood Council.  The City Clerk serves as the Clerk of the City Council and maintains a record of all Council proceedings; maintains the official City records and archives; administers all City elections; provides fiscal, administrative and personnel services to the Council and Mayor, and provides staff assistance to Council Committees. This office promotes and facilitates programs in support of the Mayor and City Council’s economic development initiatives. To that end and by mandate, the City Clerk administers the City of Los Angeles’ Business Improvement Districts program. The City Clerk also provides records retention management services for all City departments, and administers and manages the City’s Archives. All claims filed against the City must be received and recorded by the City Clerk.  (20 minutes)
    • b.  Speech and presentation by Assemblyman Adrin Nazarian and/or his staff.  The Assemblymember will brief the VNNC on the latest happenings in Sacramento.  The Assemblymember will also update the VNNC on pending and current legislation, and the issues he is working on in Van Nuys and around the San Fernando Valley.  (20 minutes)
    • c. The VNNC to receive an update on the “Whole Community Interactive Preparedness Summit” being hosted by the VNNC and the North Hills Neighborhood Council.  The VNNC is taking the lead in addressing and establishing the first permanent volunteer emergency training campus in the San Fernando Valley.  The VNNC Summit is to take place on Saturday, April 25th 2015 from 6:30am – 3:00pm in North Hills, CA.
    • d. The VNNC to amend the by-laws and create a “Sustainability Committee”  to support and implement CA State Senate Bill 375, the community sustainability strategy act at the local level.  The new committee to also supply additional information on Senate Bill 375.
    • e. The VNNC to discuss possible options for the “Mandatory Council Training Session” on April 22nd, 2015.  The VNNC would like to have all Councilmembers trained in Ethics & Funding, as required by the City of Los Angeles.  The VNNC would also like to have all 21 board members completely trained in CPR Certification.  The VNNC would also like staff to come from DONE and train all the board members on the official “Code Of Conduct” and any additional required training for the Council.  ACTION ITEM — (NTE $1200)
    • f. The VNNC to receive a briefing and possibly submit a “Letter Of Support” for Assemblyman Adrin Nazarian’s Bill which would grant a 30% tax credit for local businesses to retrofit their offices and buildings.  The VNNC to discuss and debate this bill, then take an official position on this pending legislation.  The bill, AB 428, authored by Adrin Nazarian, D-Van Nuys, would provide a five-year, 30 percent state seismic tax credit for qualified retrofits to properties deemed at-risk of collapse in a major quake – such as the 1994 Northridge earthquake that killed 57 and caused property damage exceeding $20 billion.
    • g. The VNNC to continue the process of adopting the orphaned area in Van Nuys.  The VNNC to consider adopting and annexing a certain portion of the mid-valley, and make it Van Nuys Neighborhood Council territory and under the jurisdiction of the VNNC.  The western border of “No Man’s Land” starts on the present VNNC eastern border which is the west side of the street of Woodman Ave. The western border of “No Man’s Land” begins on the east side of Woodman Ave starting at the streets median line and continues eastward to the Tujunga Wash. There is no physical street designation, only the concrete wash itself which is approximately 200 feet east of Allott Ave. East of the wash belongs to NoHo West NC. The northern boundary is the most northern point of the Union Pacific right of way which again has no street designation only that is several hundred feet north of Raymer Street. North of that point is Panorama City NC territory. The southern border is Sherman Way. South of that belongs to Greater Valley Glen Council.  The VNNC to proceed in accordance with Article 6.2 in regards to boundary adjustments and the process to go through, including a survey of the people and reaching out to other neighborhood councils.     • h. The VNNC to start work on the “Public Safety, Community Policing and Anti-Gang Summit” being held in Van Nuys this coming June.  The VNNC to work alongside the LAPD, LA County Sheriff’s Department, the FBI, and the CHP addressing crime reduction, and addressing gang and graffiti issues.  The VNNC would also like to take the lead on addressing cyber crime, and how our constituents can tackle this issue as well.
    • i. The VNNC to consider supporting a “Conditional Use Permit” (CUP) for a Mexican seafood restaurant located at 15355 Sherman Way.  The owners (Alfredo Gonzales & Francisco Ibanez) will give a 10 minute presentation along with a question and answer session.  he VNNC will also consider writing a “Letter Of Support” for the restaurant.  (Wil Nieves)
    • j. The VNNC to propose a June celebration of Father’s Day and the June summer solstice.  This celebration of Fathers and the solstice will start at 9:30am at the Marvin Braude Constituent Service Center in Van Nuys.  The solstice begins exactly at 9:38am and the VNNC to host workshops and educational planning initatives, a well as address tree care along Van Nuys Boulevard.
    • k. The VNNC to financially support the “Senior Symposium” being held in the West Valley on April 25th.  The VNNC to seek out and support this particular event, with the hope of hosting a similar gathering in Van Nuys this coming fall.  The VNNC is looking to partner with those groups and organizations that are hosting the “Senior Symposium.”  (NTE $500)
    • l. The VNNC to consider supporting a “Conditional Use Permit” (CUP) for the property at 7534 Sepulveda Blvd.  This particular request has come before the VNNC PLUM Committee as well as the VNNC Full Council on several occasions.  The VNNC to also possible consider issuing a “Letter Of Support.” (De La Cuesta)
