  1. PRESENTATIONS
    • a.Rafael Villegas, P.E., M.S.C.E., LADWP, Presentation of the LADWP Stormwater Capture Master Plan
    • b.Rocky Wiles, City of Los Angeles, is the supervisor of the Condition Compliance Unit (CCU) in the Department of City Planning. The CCU is responsible for the monitoring and verification of conditions imposed on discretionary approvals. Currently, the Unit only handles Conditional Uses for Alcoholic Beverages and Live Entertainment. Since her last visit to the LANNC, she has been working on the MViP (Monitoring, Verification & Inspection Program) which will soon be before the PLUM Committee.

  2. LEGISLATIVE
    • a.The LAANC supports Council File 15-0067 dealing with the creation of a system of regional grievances panels for Neighborhood Councils and requests that its adoption be expedited in order to have it in place prior to the next Neighborhood Council election cycle which will occur in the spring of 2016.     • NCBA Budget Questions for City Council Candidates.
    • When you are at those candidate forums, ask these questions!!
    • The City of Los Angeles is facing a budget deficit of $165 million next year. The cumulative deficit over the next three years is $425 million.
    • Our City has at least $25 billion of debt, unfunded pension liabilities, and deferred maintenance on our streets, sidewalks, and the rest of our deteriorating infrastructure.
    • The Neighborhood Council Budget Advocates requests that all candidates for the City Council and all elected officials provide specific answers to the following questions regarding the City’s budget.
    • How would you eliminate next year’s projected budget deficit of $165 million? Do you support the recommendation of the LA 2020 Commission to establish an Office of Transparency and Accountability to oversee the City’s finances and services?
    • Mayor Garcetti has pledged to phase out the $470 million gross receipts business tax? How would you replace the lost revenue?
    • Do you believe that the City’s pension plans should be fully funded (100%) within 20 years? How would you propose to achieve this goal?
    • How do you suggest the City pay for the repair of our streets and sidewalks?
    • Would you support placing a measure on the ballot where voters would have the opportunity to accept or reject a charter amendment that would require the City to pass three year balanced budgets and, over the next twenty years, fully fund the City’s two pension plans and repair our streets and sidewalks?
    • How do you propose to fund the additional employees that are needed to restore city services?
    • Under what conditions would you support the contracting out of City services? Do you support transparent labor negotiations where all proposals and offers must be disclosed within 24 hours and that any proposed agreement be reviewed and analyzed by an independent third party prior to final approval by the City Council?
    • What are your three best ideas on how to grow our City’s economy?
    • Do you agree that we should not dump $25 billion of liabilities on the next generation of Angelenos?
