  1. Call to Order & Pledge of Allegiance to the United States of America
  2. Roll Call (Quorum Call)
  3. Comments from the Chair (President) of the Van Nuys Neighborhood Council
  4. Public Comment (On matters within the VNNC Board’s Jurisdiction.) *Speaker Cards: 2 minutes, 1 Public Comment Time. (This includes speaker cards on any and all agenda items — a limit of 10 minutes for the entire meeting per Stakeholders and Councilmembers alike)
  5. Secretary’s Report — Approve December Minutes
  6. Treasurer’s Report — Jeanette Hopp and/or Howard Benjamin (Second Signatory) — Approve Treasurer’s Report & Submit Monthly Expenditure Report (MER) downtown for months of September & October
  7. Committee Chairperson’s Reports, Budget Advocate’s Report, Elected Officials’ Reports & Election Chair’s Report (LAPD Crime Briefing, City Attorney/ Neighborhood Prosecutor Report, Elected’s Staff Report)
  8. New Business
    • a. Speech and Presentation by Red Cross Representative Cheryl Cashman and Emergency Preparedness Expert Nathan Wolfson. Mrs. Cashman & Mr. Wolfson are going to help the VNNC prepare for the Spring 2015 Emergency Preparedness Summit & Symposium, as well as speak on how each and every one of us can become better prepared for an emergency. VNNC also to inquire about having the entire council certified in CPR and go through full CERT training. (20 minutes)
    • b. The VNNC to consider submitting a Community Impact Statement (CIS) in regards to making Election Day in November a National Holiday. The VNNC to use the exact language from the bill submitted to Congress by U.S. Senator Bernie Sanders of Vermont. (George Thomas)
    • c. Update and request for action on the parking situation on Cedros Street. The VNNC has been addressing an ongoing problem with the residents and the businesses in the area, and has reached out to Councilman Tom LaBonge and his field staff to assist the council in resolving the situation.
    • d. The VNNC to start the process of re-naming the Van Nuys Orange Line Station after Amelia Earhart. The VNNC will specifically address the government process of re-naming the station, and will assign tasks to Councilmembers to make this happen.
    • e. The VNNC to change the Youth Seat to Stakeholder-At-Large. This is due to individuals wanting to possibly serve on the VNNC, and this should be an option given this person is qualified as per the VNNC By-Laws. The VNNC to make an amendment to the current By-Laws, and will seek to change the Youth Seat to Stakeholder-At-Large. (George Thomas)
    • f. Presentation by CSUN students who would like to work with the VNNC planning a Valley- wide “Health Fair.” The CSUN students will present their outline and ideas for planning the “Health Fair” for the coming year and how they will work alongside the VNNC.
    • g. The VNNC to have the LAPD Van Nuys Division or representatives do a presentation on the Jeopardy Program. The LAPD to update the VNNC on current status of the Jeopardy Program and any pending events. (10 minutes)
    • h. The VNNC to start and begin planning the 2015 VNNC Holiday events and decorations. The VNNC will be planning on bringing the Holidays back to Van Nuys Boulevard. (Candido Marez)
    • i. The VNNC to look into the duties and Office of Honorary Mayor of Van Nuys and the length of the term. The VNNC to set forth length of term (possibly 2 years), for the person selected to be the Honorary Mayor of Van Nuys.
    • j. Update on Planning Summit from PLUM Committee Chairman Quirino de la Cuesta. PLUM Chair to brief VNNC on speakers and presenters for the Summit, and the progress bringing everything together for the event in March. (Quirino de la Cuesta)
    • k. 15600 Vanowen Street. Zone Variance. Legalization of an existing Recreation room converted to a new dwelling unit. Case no: ZA-2014-2762-ZV (Joseph Pazcoguin- Plan and Permit Inc.) Update on site visit from board member Howard Benjamin and Quirino de la Cuesta, and course of action.
  9. Old Business
    • a. Consideration and possible vote on filling vacant seats on the Van Nuys Neighborhood Council. The VNNC will entertain any and all membership applications submitted for vacant seats. — ACTION ITEM
