My Fellow Citizens,
 
The Van Nuys Council will be having our Executive Committee Meeting this coming Monday at the Van Nuys Public Library.  As you know, the library is located at 6250 Sylmar Avenue, so please come by and voice your concerns and goals for our community in 2018 and beyond.
 
Thank you for your continued interest in Van Nuys, the San Fernando Valley, and the Los Angeles area.  I invite you to get more involved with the Van Nuys Neighborhood Council, and maybe possibly apply to become a “Council Ambassador” in the future.
 
It is a special privilege to serve as the Council President and Honorary Mayor of Van Nuys, and thank you for this great opportunity to be a part of our community.

a. The VNNC to begin to generate and brand the Van Nuys area to create a specific identity and neighborhood feel.  The VNNC to establish the “Official Sport of Van Nuys” as well as the “Official Dinosaur Of Van Nuys” and the “Official Color of Van Nuys.”
b. The VNNC to completely and official review the bylaws and the amended changes.  The VNNC to discuss once again all bylaws and amended changes.  The VNNC to vote on and accept the current bylaws before the council, and all amended changes.
c. The VNNC to discuss and take possible action on the proposed language.  “Under Article V Governing Board 1) Section 7: Absences, (the language was changed to) {(Any Director who misses three (3) unexcused consecutive regular board meetings in any six (6) month period may be subject to removal by majority vote of the Board.)}”
d. The VNNC to discuss and take possible action on the proposed language. “2) Under Article V Governing Board Section 3: Selection of Officers (the language was changed to ) Section 12: Selection of Officers {The Board will elect its Officers every two (2) years by simple majority vote by the Directors present at the General Board meeting. The selection of Officers will take place in July of that year.(starting in 2019, then 2021, followed by 2023 etc.////The wording “The selection of Officers will take place in July of every odd number year.” was also acceptable)} (there already is a Section 3 in Article V).
d1. The VNNC to discuss and take possible action on the proposed language. “3) Under Article V Governing Board Section 4: Officer Terms (the language was changed to ) Section 13: Officer Terms {(The Officers shall serve a term of two (2) years. There are no term limits.)} ( there already is a Section 4 in Article V).”
e.  Refunds and over-payments returned to the Board.  Procedure to return an overpayment of a boardmember reimbursement to the City of Los Angeles, its agency, section or department pursuant to a Court decision.  The above wording complies with Cal. Gov Code, § 54954.2(a).
f.  The VNNC to discuss and debate the advice and rules of having Standing and Ad Hoc Committees.  The VNNC to go over and review the Department Of Neighborhood Empowerment (DONE) handout and flyer.  The VNNC to once again discuss committee goals and assignments.  The VNNC also to go over the PDF “Tips On Chairing A Meeting.”
g.  The VNNC to discuss and debate the step by step guide on how to file a Community Impact Statement.  The VNNC to elect those Councilmembers than can file a Community Impact Statement,  The VNNC to become the most prolific council in Los Angeles in regards to filing CIS statements.
  
h.  The VNNC to discuss the requirements of Committee Chairs in regards to the Ralph M. Brown Act.  The VNNC to officially train the Committee Chairs in how to run a meeting, how to post the agenda, and all other requirements that come with being a VNNC Committee Chairperson.
i.  The VNNC to discuss coming up with a handful of “actions” that we know the Board will most likely utilize (e.g. amending a motion, tabling a motion, postponing a motion, referring to committee) and providing clear step-by-step guidelines that VNNC members can follow.  If these modified sets of parliamentary procedures work for the Board, perhaps the VNNC can adopt it into the VNNC Standing Rules.
 
j.  The VNNC to discuss the Strategic Plan, Self Assessment, Outreach Survey and Budget Packet.  The VNNC to address NPGs – Establish application period for Board to accept applications (quarterly? 2 times a year?) Once the application period has closed, the Board can review at one meeting and approve.  The VNNC to discuss Outreach Events – Establish calendar of events for Board to sponsor and co-sponsor. By pre-identifying, you’re able to prioritize and also there’s clarity for the Board on which events to support and recruit volunteers for in the future.  The VNNC to address CIS – Identify Council Files / legislation. Have a committee identify, review, and formulate follow up questions/positions/actions. At the Board meeting you can have respective elected offices follow up and/or field questions from the Board. The VNNC to address Community Advocacy – Have the Board agree upon 4 issues in the community for the Board to tackle for the year. Once issues have been identified, list which City Departments are responsible, assign Boardmember and/or committee and refer all stakeholder inquires re: topic to Committee/designated person.
k. The VNNC to consider the following Community Impact Statements.  The VNNC to discuss and debate, then vote on the following Community Impact Statements.  The VNNC to pass between 30-60 CIS statements at the retreat, thus making the VNNC #1 in the entire city in regards to submitting CIS statements.
k1.  The VNNC to discuss and debate the VAN NUYS CENTRAL BUSINESS DISTRICT COMMUNITY DESIGN OVERLAY (Council File # 06-3189).  Motion – Van Nuys Boulevard is a major corridor running through the heart of the San Fernando Valley. This Boulevard has always served as an important part of the economic growth of Van Nuys. Councilmember Miscikowski in 2000 introduced a motion to institute changes along the Boulevard that would eventually lead to the development of the Van Nuys Central Business District Community Design Overlay (CDO). Due to that motion, we have slowly started to see improvements in the quality of the buildings and the businesses along the portion of Van Nuys Boulevard that the CDO covers. The Van Nuys CDO covers the area on Van Nuys Boulevard from Calvert Street to Vanowen Street. There are a few gaps along Van Nuys Boulevard that would benefit from extending the CDO to cover those areas and star a uniform design and upgrade to Van Nuys Boulevard. THEREFORE MOVE that the City Planning Department be instructed to prepare an amendment to extend the Van Nuys Central Business District CDO to include the commercial areas south to Oxnard Street and north to the railroad tracks (north of Keswick Street). FURTHER MOVE that the City Planning Department be instructed to amend the guidelines/regulations on storefront signage, relating to sign square footage, on Van Nuys Boulevard to be comparable with the Ventura Boulevard Specific Plan. k2.  The VNNC to discuss and debate, assess and coordinate revitalization opportunities / Van Nuys Civic Center / Van Nuys Boulevard between Victory Boulevard and Oxnard Street.  (Council File # 16-0411)  — The VNNC to submit a CIS in regards to this Council File.
k3.  The VNNC to discuss and debate Council File # 11-1878.  Van Nuys Airport / Management Structure / Airport Commission Creation / Privatization.  The VNNC to submit a CIS in regards to this Council File.
